Because all those factors can make it feel more than ten degrees hotter or colder than the weather report indicates.
For example, wind chill speeds up heat removal from your body, which can make it feel significantly colder than it really is. Or in hot, humid weather, you'll feel hotter because humidity is stopping the transfer of heat out of your body.
